CAES Business Office - Accountability & Reporting - Accountability Reports

Reporting to NIFA (formerly CSREES)

Each year, CAES in conjunction with FVSU, College of Agriculture, Home Economics, and Allied Programs submit two reports to the USDA National Institute of Food and Agriculture (NIFA) based on work performed utilizing Hatch, Evans-Allen, Smith-Lever 3(b)&(c), and 1890 Extension funds.

The Agricultural Research, Extension, and Education Reform Act of 1998 (AREERA) amended the Smith-Lever Act and the Hatch Act to require approved Plans of Work from Extension and Research in order to receive federal funding.

The two joint reports that are submitted each year are:
The Federal Accomplishment Report for the immediate past fiscal year.
The Federal AREERA Plan of Work for the upcoming five years

Faculty Reporting Process

Each year, the CAES Accountability Office prepares the Federal AREERA  Accomplishment Report and creates the Federal AREERA  Plan of Work.

Faculty with Federal Hatch and/or Smith Lever dollars will use GaCounts to:

  • Report Accomplishments on existing plans
    • The specialist enters results and accomplishments achieved on the project over the last year.  This includes qualitative and quantitative data as well as some narrative.
      “I have done.”

  • If necessary, create new Plans of Work
    • If a faculty member has begun work on a new project, she should create a new POW.  There is no need to create a new plan each year for ongoing projects.
      “I will do.”

  • Make any needed updates/revisions to existing Plans of Work
    • After responses have been entered and processed by the Accountability Office, the POW will be opened for revisions.  The specialist can make any changes needed to move forward with the existing plan or retire inactive plans.
      “I will now do.”

After all new Plans of Work have been created and all existing Plans of Work have been updated, Department Heads review and approve them before final submission to NIFA.

Current Timeline for Reporting

It is time to prepare the Federal NIFA 2017 Accomplishment Report and create the Federal NIFA 2019 Plan of Work

Faculty with Federal Hatch and/or Smith Lever dollars will:

  1. Report Accomplishments for 2017 on existing plans

  2. If necessary, make updates/revisions to existing Plans of Work for 2019

  3. If necessary, create new Plans of Work for 2019 or retire old plans

 

TIMELINE

  • Now until February 5, 2018:
    • All specialists enter Accomplishments for 2017 on their existing plans

    • If necessary, specialists create a new Plans of Work for 2019 for any new projects or retire old plans

    • If necessary, specialists make any updates/revisions to their existing Plans of Work for 2019


SPECIAL NOTE

Please keep your accomplishment responses BRIEF, as this report calls only for HIGHLIGHTS of program activity and impact.  Only three or four sentences are needed in each area.

About AREEA

The USDA National Institute of Food and Agriculture (NIFA) is formerly known as Cooperative State Research, Education and Extension Services (CSREES).

The Plan of Work is mandated by the Agricultural Research, Extension, and Education Reform Act (AREEA) of 1998. The Plan of Work must be completed by eligible institutions receiving Federal agricultural research and extension utilizing Hatch, Evans-Allen, Smith-Lever 3(b)&(c), and 1890 Extension funds.

Each April 1st, Georgia submits a Federal AREERA Plan of Work outlining plans for research and extension activities for rolling 5-Year periods. Each POW is updated annually and continually looking forward 5 years.

At the same time, the Federal AREERA Accomplishment Report is filed, detailing activities and outcomes of programs for the past fiscal year.
